the FIM has changed the license regulation for this event:
Licence Eligibility Drivers and passengers must have a full or one-event FIM International Road Race Licence and must be in possession of a start permission for the event from their own FMN.
May be this helps you to make your final decision to loin thw event. we need a good grid to keep the event alive for next year.
