when they call practice early and the sidecars don't get a practice, do they get a makeup or are they just out one day of practice?

If it's just one they might not get it back but the organisers will try to get back what they can.
It all comes down to time available in the road closure orders. So you might see a longer session or an extra the way things are this week. The lightweight solos have had a bad time of it too. They don't get many as it is and have lost time.
