Should the father be subject to disciplinary action?

On CNN there is this recording of a child directing traffic at JFK airport. It sounds to me like it was all very under control and posed no risk to anybody, but I'm no air traffic controller ;) Have a listen.

its obvious that permission to take off was already in place and the kid was only voicing the words and not taking decisions, and also under great supervision, although breaking rules NO PROBLEM
